Norton Utilities Ultimate - Drivescrubber USB not working

WIndows 10; Lenovo Yoga; 

Trying to wipe old laptop to reinstall and give away; as part of this, I want to use DriveScrubber to make sure all data is irrecoverably erased. 

Utilities -> Toolbox -> Protect -> Create bootable USB

Wait 5-10 minutes, and Utilities will produce an empty USB stick that i can use for nothing.

Same result on three different computers. 

How do I run scrubber (or similar) on the system disk in the laptop i am cleaning?

I have the same problem.  Talked to Norton today and they went away to consider and said they would get back to me.  I will post if I get a positive outcome...
