There should also be a link to Sign In to your Norton Account, or 'I already have an account'. Tapping on that and signing into your Norton Account will activate the VPN if you have a valid subscription.

One note. If you are using the Norton 360 mobile app, it already includes a VPN feature, and you should not install the standalone VPN app.
