on my Iphone .. settings ... VPN ... VPN Configuration .. about half way down page there is a Personal VPN heading with a status below it with a Button on the line to turn it on and off ... when and why is this status button turned on ... thank you

The VPN feature in Norton 360, or the standalone Norton Secure VPN, can only be controlled from the Norton app.
The VPN settings in the iOS settings would only be used if you had a VPN that was not provided with an app. Such as an corporate privately managed VPN.

Thank you and if I understand it correctly. I can just disregard the Personal VPN status and button as far as the NORTON VPN is concerned thanks again.

That is correct. Only use the Norton app to control the VPN.
