Norton vpn not working

Every time I check to see that Norton vpn is connected.It is off,yet states it’s connected.Even my IP tracker states that it’s active.Could this be PEGASUS manipulation?Are even Apple tinkering inside my iPhone?

What phone and OS version are you using?

The Norton VPN in iOS is off by default. You can turn it on manually when needed. If you use the Auto Connect feature, it will only turn on for compromised networks, and then turns off when no longer connected to a compromised network. 

What IP tracker are you using, and how does it indicate that the VPN is active?
