Hash rate changes

I have a pretty hot workstation. GPU is a 1080ti. When I first started messing with this, I was getting almost 30MH/s. Now, cant seem to get over 20MH/s. Are there factors outside of my system that affect my hash rate? GPU looks to be taking under 50% most of the time. Its on and off too. Its not a constant. (Fresh reboot, and idle too)
