Why do I have to keep turning on my Norton VPN

Why do I have to keep turning on my Norton VPN. Every time I open my Norton control centre to check the scanning details, it asks if I want to turn on the VPN, as it is always off. Why?

Hello Wally. Check these settings for your VPN to automatically start with Windows. Auto-connect and Auto VPN should both be enabled.
