Norton Software Updater risk column

Curious - Norton software updater shows me a list of software I have that needs updating.

There is a column "Risk"   that shows some are low , others High.

What does "High"  risk mean?  

- that it is a risky piece of software to update?  

- or that it is risky not to get this one updated (soon)  ?

Norton Software Updater does not know whether an update "is risky". 
Norton Software Updater does not know whether an update will be successful or whether an update will bork a program. 
Norton Software Updater reports there's an update. 
Norton Software Updater reports there's an update from known vendors for known products. 
Norton Software Updater does not support known "risky software".
