Samsung Notes App blocked

On multiple phones (2 different children and upgraded phones)  the 'Samsung Notes' app is blocked by Norton.  This app is not showing up in the app list to unblock it.  Turning off App supervision, allows the app to work.  As a test, on one phone I unblocked ALL apps and left App Supervision on, and the app is still blocked.  

Problem has existed on the Note 8, Note 9 and Note 10+

I really need to get this working for them, its half the reason they own the "Note" versions of the phones.
