System Extensions Alert

I keep getting a Norton alert that says my mac isn't protected and I need to Allow System Extensions by granting permission in Security & Privacy. I follow the prompts - open System Preferences> Security & Privacy but I don't see the Allow button that you see in step 2 of the Norton instructions. 

Any insight is appreciated.
