Random IP's pop-up from Norton saying its trying to get access

I have had numerous IP notifications saying "this IP trying to gain access to certain things on my computer. One was of chrome, when every time I accessed chrome it said an IP-(several numbers), was trying to gain access to Chrome. When I turned off my VPN, it would momentarily stop the issue but when I completely shut down the app it was removed completely as if it was my computer that was trying to access it. It wasn't my IP, but it's happened for other things as well. I don't understand why it keeps happening for other stuff as well.
