Privacy Monitor License Issue

A post was placed concerning this and it was ended as solved.  This isn't solved; I still can't upload my license photo for the privacy monitor.  They've made it to where they will only accept jpg and pdf files, so I can't try changing it to a png file.  I tried using Chrome instead of another browser and it's still not letting me.  If it's best that I don't do it anyway, then there's something definitely wrong here, seeing that this costs $100.  I should be able to proceed without uploading the picture, but there isn't any guarantee that it'll be able to opt out.  What gives?
