Unable to open Norton Password Manager

Message: "Sorry, Something went wrong. Please try again." when signing in to Norton Password Manager

this error keeps happening each time I switch on the PC, I am able to solve it only by doing a "run smart scan" than restart it is OK while i am using the pc  but when I switch off  & the day after always this error repeats again all over...

Have you tried Sign Out all Norton -> clear browser cookies n cache -> Sign In. 
Have you tried with Norton Secure VPN Off?
Have you tried with Norton Secure VPN - Auto-Connect Off?
