Paid for subscription, now norton wants me to pay again for the included vpn

For the last two years, I have renewed, and get an extra charge for VPN even though it is included. So again they reversed the extra charge. Now again, I have no vpn and I get sent to download it and pay 53.00 for something that is included. How do you get norton to not do this every year? It's annoying. I have to spend hours fighting with this crap

When you get this sorted every year, do you get the agent to ensure that Automatic Renewal is turned off for the VPN subscription? That is usually what is the cause of these annual payments getting taken.
