not letting me setup dark web monitoring

i bought a norton 360 deluxe for 5 devices from a trusted store today, on the box it said it came with dark web monitoring. i enter the product key like always, norton is activated. everything works except dark web monitoring, it doesn't even let me set it up. it shows dark web monitoring is an expired feature. is that intentional or not?
