How to restore files from prior PC Cloud backup on laptop

My PC hard drive (Windows 10) is about to fail so I am transferring files to a laptop.  I can no longer access the files on my PC.  I want to restore some files on my laptop from the Norton Backup Cloud to my laptop (Windows 11).  How can I do this?  When I access my Norton account on the laptop, the only backup that appears is from the laptop.  How can I access my PC's Norton backup cloud to accomplish this?

Did you set up a backup set from the PC? If you did not manually set up a backup set and ensure the backup feature was turned on, you would not have had anything backed up.

If you are looking at the Cloud Backup section in your Norton Account, any backup sets you have saved to the cloud will be shown.

I did set up a backup set in Norton to the cloud from the PC.  When I go online, I see all backups, not only from the PC but one I did yesterday from the laptop.  The page states to select the backup you want to restore but nothing happens when I do that.
