Hi, I have backed up an old laptop and norton online only restores the inbox not the folders. Can anyone help? Would i be better using a WD Passport than paying all this money for an online back up which doesn't seem to work?

Outlook saves all the folders in a .pst. the only way to retrieve the folders is to download the full .pst that contains the folders you are looking for.
