2016 Norton Premium 10 user Rebate not being paid

I bought the 10 user Premium from Newegg and was entitled to a $60 rebate (price was $69.99).  I submitted all of the required info and received an email (FROM SYMANTEC) confirming it was received and the link gave the update that it was in final processing - that was on Dec.20, 2016.  The rebates were supposed to be processed within 8 weeks.  It is now 10+ weeks later and the status is (still) showing as in final processing.  At 8 weeks I contacted the fulfillment company and was told I'd hear from "UPPER MANAGEMENT" within 7 to 10 days.  That did not happen.  Second contact?  I would have to wait an undefined amount of time because "they were busy"....  Then I contacted Norton.  It was supposed to be elevated to a team and I would get a response within 24 to 48 hours.  That will be tomorrow.  Norton rebates have never been the fastest but I have never had anything this slow.  Is anyone else experiencing this poor customer service?  Next step is social media and every site I can find that mentions Norton/Symantec.
