21.0.1.3 outgoing firewall upload speed not fast enough

Hi, 

I just noticed this today....

has anytihng being changed  ?

I have timewarner  50/5 M  speed plan.

 

I used to get around 55 /5.6  or 5.7  - upload always around 5.

 

But, I noticed today,  I'm getting only 3.

 

??????
