24 hour restriction

I tried restricting one of my kids by setting up the time as being blocked for 24hrs, 12 am to 12 am. I get a message saying

 

Please note: You have set up a 24-hour restriction for S*****.
If this is not what you want, change your time selections and try again. 

 

I know I set up a 24 hour restriction and that is what I want. I hit update settings but it doesnt stay.How do I restrict the usage for 24hrs???
