Some Norton boxes state 1 PC, but some say that that 1 PC with 3 installs means 1 household but 3 computers. I suspect that 3 installs means you can remove and install three times until the license is no good. What is the correct meaning for 1 PC with 3 installs? I am sure this is not going to go over well, but on ebay that on the box it says for one PC, and the seller has this entry “Shipping Note: The item in the picture is a real product you will be shipped. It’s a brand new genuine factory sealed 1 user retail version including original retail Norton disc and a license key. Item marked 1 user 1 pc, but allows use of 3 pcs per Norton online support.” That is the reason that I questioned if Norton had changed its policy. I do not know where to ask the question to online support. The one I am using on my PC is for 3 PCs. The box is clearly labeled with "1 year protection for 1 PC". Any seller commentary that differs is deceptive.
1 user does not apply. If the 1 PC becomes unusable during that 1 year, then the 1 user may confer with online support to have the license transferred to another PC.
There are versions that offer "1 year protection for 3 PCs". 1 user also does not apply. In this case, the 3 PCs must be part of a household, as intended, rather than a family scattered across a city, state, or nation.

I would NOT recommend buying software from eBay which needs a key to activate it. We have had many cases where people have been burned after buying their Norton product from eBay. Sometimes the problem doesn't show up until some time later when suddenly the year has become less time or the key is no longer any good. I would highly recommend that you do not purchase from eBay.
