Just spotted. Windows security centre has the little red and white cross logo . Maybe thats being upset in some way. It is not switched on and when I try to it won't. That smacks of a clash in AV software.
Check your Windows Control Panel - Programs for anything that looks like a security program. If you find anything, let us know and we can help remove it.
Can you download anything without it being detected as a virus?
Try downloading as a test the free version of Malwarebytes from http://www.malwarebytes.org/products/malwarebytes_free/
If that is detected as a virus, you may in fact have an infection and i will refer you to the Malware board for help.
Tried that one. I get a little message on my screen saying that Norton thinks its safe. Good
Then I get the same " Its a virus messge"
Great long list of numbers and letters with a red shield with a white cross in front of that.
Now is that sheild something to do with wondows or is it a **bleep** near copy?

Cannot see anything in my programs list that could be security.
In 2013 only 1 program was installed until a few days ago. That was Norton 360. Several months before this problem started .Those a few days ago were Java and Flash.

Try opening the Windows Action by clicking on the little flag icon in the system tray at the bottom right of the screen. Espand the Security section and click on 'View installed firewall programs'.
What is listed there?
Windows security centre service (important) is off. That was visible before I expanded anything. Trying to switch it on tells that it can't be.
Expanding tells me that User Account control is set on with the setting medium.
Network Access protection is off.
Sounds like you may have some Windows issues here. Try the following scan to check your Windows installation.
Click on Start and type CMD in the search box. Right click on cmd.exe and click on Run as Administrator. Type 'sfc /scannow' without the quotes. This will check your Windows installation and try to correct any errors it finds.

The command should be ' sfc /scannow' without the quotes and with a space between sfc and the / .
I am told that it may be a Windows issue instead. We will see. Web searching has found a possible answer but I need to disable all Norton to do so. Happy with this but when I attempt to do so I am still told that something is running. Do I just right click on Norton icon in task bar and disable the Av or is there other Norton still running?
Shall I start a new thread. Old ones do not really confirm this.
You want to be careful when disabling Norton. If possible, turn off your wifi, or disconnect your ethernet cable while you do these fixes.
If you can post the link to the fix you are wanting to try, we can give you more appropriate suggestions on how to do this.
It seems to be a solution. I thought I had switched off Norton but the download warned me that I had not. (kind of it) .
I could complete remove Norton as I have a 3 user licence with one going spare so it wouldn't hurt to lose a copy.

Is it the Free Version of Malwarebytes you are trying to download? Do not use the Pro, not even the trial of Pro as it has real time scanners that will conflict with Norton. You can find it here http://www.malwarebytes.org/products/malwarebytes_free/
You should not have to disable 360 to download and install it.
As far as I know its not Malwarebytes. That was blocked anyway. See further up this post.

If you are looking at a solution that requires Combofix, an advanced malware tool, I would suggest not doing anything more on your own, and registering at one of the free malware removal sites below. Do not post in multiple forums, because you can get conflicting advise that can render your system unusable.
