365 Outlook won't receive emails with VPN on

I have tried using VPN, but my 365 Outlook won't download any emails when it is switched on.

For my office work, sometimes I have to try number of ip's for testing purpose. Sometimes they open and sometimes not. Why is it so ? If possible let me know the reason. Thanks in advance

Or, Add the executable for Outlook 365 to the split tunnel feature of the Norton VPN.

Many web sites do not allow access from known VPN IP addresses. They do this for copyright, legal, security, and political reasons. There is nothing a VPN provider can or should do to circumvent these legal protections. 

This could be what is happening with your Office 365 online apps. Try contacting Microsoft Support and ask if there is a work around for using their online apps with a VPN.
