Hello, I believe this all happened yesterday, (Feb.8,2024) when I foolishly clicked LiveUpdate on my Norton 350 Deluxe. It stopped a few times after attempting a couple of LONG (almost frozen) "updating drivers" (or some similar message). Since then I've tried another LiveUpdate, and none of this has caused the VPN to connect.
And I did all the autoconnect and region choices, and still got the "cannot connect"messages. Then I tried some procedures mentioned here ... "reinstall the WAN miniport drivers".
In the Device Manager, I Found that the Microsoft ISATAP#2 adapter had the yellow warning (and clicking on it, it "could not start"... Also ISATAP#3 had the Yellow warning, cannot start. also the Microsoft Teredo Tunneling (Yellow) could not start. I tried to update these, but it said they were Up-To-Date.
Otherwise, all the WAN Miniports shown were good, with no warnings.
Being an inexperienced computer dunderhead, I couldn't bring myself to delete any of these things. Also wondering why I have had to do all of this hard work, when it was a Norton LiveUpdate that started this whole situation.
Now I will give the most incriminating factoid on which to blame myself ( I am still using Windows 7 Service pack 1 or later).(which is still listed as supported). I would appreciate any help on this. Robert.

Did you try Special Offer Notification Off? [here]
Did you try "Don't Show Me Again" ... "Don't show again" against Norton ads? [here]
Did you try Auto Smart Scan Off or Edit schedule to your preference [here]
Note: Norton 360 reinstall removes "Don't Show Me Again" ... "Don't show again" selections.

I have no complaint about the bar at the bottom of the Windows 7 screen. To me it is the original kind of Windows bar there. If Norton is open, a Norton Icon shows up on it. If Firefox is open, a Firefox icon shows up on it (and so on, for any other program you are using) .
What your describing is the left side of my W10 Taskbar.
Norton 360 button auto-populates to the right side of my W10 Taskbar.
Hello Again (I'm the guy with the original complaint about the VPN not starting up),
I have no complaint about the bar at the bottom of the Windows 7 screen. To me it is the original kind of Windows bar there. If Norton is open, a Norton Icon shows up on it. If Firefox is open, a Firefox icon shows up on it (and so on, for any other program you are using) . You can chose to hide the bar, and it will only pop up if you put your cursor down in that area, showing the programs that are running.
That's the easy part ... The VPN is back to not starting when I try to turn it on. It tends to work if I restart Windows. But a truly weird event has occurred when a "Your computer has 7 outdated drivers" message pops up, (listing the drivers) (I never asked it to do this) ... I click "Do not show this again" and ... A Big, Empty,white box shows up on my screen, Then after a second or two, It becomes the big black and white "My Norton Menu". So, something must have scanned my drivers, when I clicked the Icon to start up Norton.

Also, I have read the Windows Help for Fast Start, and it does look like my windows 7 64-bit Home Premium has it, but maybe in a more primitive version. Also, I'm very sure that have never used it, and never have used Sleep or Hibernate. (As mentioned in that article). I usually use Restart to reload the system, (and turn the computer completely off every night).

Today, (Sunday Feb.11) I turned the computer on, Norton 360, as usual, does not turn on. Right now I do not have Auto connect or Auto VPN turned on. I have had those sliders turned to "On" for a couple of years. But 360 or the VPN have never turned on automatically. I'm used to it.

I have thought about putting a Norton entry into the Windows startup programs feature. Looked at it yesterday. I think it is possible.

I believe that Norton 360 never comes on at the startup of the computer. I always have to click the Norton shortcut on the desktop, so I did. The VPN is always off (in my opinion). But clicking the "Turn On" did start the VPN. So far, I am happy with that.
I have tried Auto Connect "On" It has never seemed to work when the computer goes through its' Startup.(boot up).
"Seems" to be fixed. I will say you fellows have been helpful !! Thanks, Bob.
You turned it off. Did you use Shutdown, and then startup again? If you have Windows Fast Startup feature enabled you might not be getting the full system restart required for the VPN auto connect to work correctly. If you use Windows 8/8.1, 10 or 11, there can be an issue with the Windows Fast Startup feature.. See more information here.

I did a LiveUpdate twice yesterday, restarting the computer in between.
The first restart didn't fix the VPN, but the second LiveUpdate seemed to be working more slowly (doing one thing at a time) then resting in between.
When I restarted again, the VPN was off, but my clicking on it turned it on.
This was a good sign for me. ... Today, Feb. 10, 2024, when I clicked to start Norton, the VPN wasn't on. Clicking on it turned it on.
I'm going to wait a couple of days before saying the problem was completely solved. Thanks for the help. Robert.
Error: "Error updating product" or "Error Applying patch"
Applicable For: Windows
You may receive this error when Norton cannot shut down all the drivers in use to apply the patch. To resolve this problem, restart the computer and run LiveUpdate again.
Whatever Norton is Doing, I do not like it.
