A lot of programs freeze upon resuming from hibernate/sleep

I installed Norton Security Deluxe on two Windows 10 machines and since then a lot of my programs would become unresponsive very randomly. They would freeze almost 100% of the time within minutes after resuming from sleep or hibernate, and sometimes randomly after using the computer for a few hours.

Affect programs include Norton itself, Firefox, Chrome, Edge, MS Office applications, Adobe reader, Windows core programs like Cortana and Paint, update installers for programs like Notepad++ and Spotify, etc.

Every time they freeze my CPU, Memory, Disc and Network usage are well below 50%, and almost always are 0's across the board for the affect programs.

I have contact Norton support twice and they have tried uninstalling and reinstalling, and adjusting the settings on scheduled Norton tasks, but my problem remains. The support rep did note that me upgrading from Win8 to Win10 could've been the issue.

I have uninstalled Norton on one of my computers and everything is back to normal on that PC.

My machines:

i5-4210U @ 1.7GHz, 8GB RAM, 500GB Disk, Win10 Home upgraded from Win8.1 Home

i5-4690K @ 3.5GHz, 16GB RAM, 1TB Disk, Win10 Professional upgraded from Win8.1 Pro

Please suggest ideas or approaches to fix this issue. Perhaps I can take a look at the Norton/System log to see what were running at times of freeze?
