Ability to add subsite addresses to allow and block lists

What I really want is to be able to reply back to the original thread on this topic which is here, but I don't know how to do that since the reply button is greyed out: http://community.norton.com/t5/Norton-Online-Family/Feature-Request-Ability-to-add-subsite-addresses-to-allow-and/m-p/94246#M330

2 questions:

1. How to I reply back to the post - the reply button is greyed out for me.

2. I'd like to know if this feature is available as it would help us tremendously especially with sites like http://www.bbc.co.uk/cbeebies/ where we don't want the kids having full access to all bbc only the kids area.
