Action center flags Norton as: turned off. But the "Turn on now' option does nothing. Solution

This solution worked for me so thought I would share. 

1. Go to Start and type: "Services"

2. click "Services"

3. go down to and click on "Security Center"  

4. now click on  "Restart"
