Action Center reports that Norton is turned off

I believe this has started happening since an upgrade of Norton Internet Security.  I now keep getting Action Center popping up saying "Norton Internet Security reports that it is turned off".  I have tried uninstalling completely, using the removal tool, but once I reinstall the problem remains. 

 

I also tried the following fix that I found elsewhere but again this failed to resolve the issue.

1. Click the Start button, and then click All Programs > Accessories > Run.
2. In the Run dialog box, type the following text:regsvr32 /u WMIUTILS.DLL
3. Click OK.
4. Restart the computer.
5. Click the Start button, and then click All Programs > Accessories > Run.
6. In the Run dialog box, type the following text:regsvr32 WMIUTILS.DLL
7. Click OK.
8. Restart the computer.

I am running Windows 7 Home Premium (SP1) 64-bit and Norton Internet Security 20.3.0.36.

Any ideas on how to resolve this?

What do you mean when you ask what scans I have done? 

Windows is updated, Norton is updated, LiveUpdate is up to date.

Just attempted the following fix:

 

1. Click Start -> All programs -> accessories -> command prompt -> right click, select run as admin.

2. In the Command Prompt, type the following and press Enter key after each item:

    net stop winmgmt

    cd %systemroot%\system32\wbem\

    ren repository repository.old

    net start winmgmt

3. Restart the computer.

 

 

Where it was saying that Norton is reporting that it is turned off it now says that Windows did not find any Anti-Virus software on the computer.

This solved the issue for several users, for others it didn't work, you can try.

If reinstalling the product did not solve the issue, it may have been a Windows update that is causing this.

 

You could check your Windows installation by running  sfc /scannow from an elevated command prompt.

 

Let us know if any errors are found.

Thanks!  Seems to have worked at the second time of asking.  I had to restart and uninstall Norton after removing the repository folder but it seems to be ok for now...

Scrap that, problem has returned!  Norton is reporting that it is turned off again. :smileyfrustrated:

This should not lead to uninstall Norton, if you had to remove it because it was not working anymore, I think you received some  Windows update may be the cause of the problem.

Sorry for the delay...

 

Unfortunately I cannot go back to the update that "perhaps could" have affected the outcome of the negative reconstruction of the contents of the repository folder, since last week I had to reinstall Windows 8 from an system image that almost always results in the loss of the Windows update history.

I vaguely remember that during the updates released for the month of February, there was one who had been released for NIS.

 

Did you tried to run sfc /scannow from an elevated command prompt as suggested by Peter, this could maybe solve the problem.

Just found I had this issue yesterday.  I am running latest NIS 20.3.0.36 on Windows 7 Ultimate - 64 bit.  After reading this thread today, I elected to try a simple to most difiicult approach.  Logged into my account online and downloaded NIS again.  Note, I did not uninstall anything ahead of time.  Ran the installer, which completed quickly and then rebooted.  The "turned off notification" warning via the Windows white flag in the notificaiton area went away and so far so good.   Will report if it returns. 

 

Was it a Windows Update issue (updates occured on 3/13) or the recent update of Norton announced in this link here on same day 3/13 (as to when my NIS updated to the latest version, I don't know)?:
