I remember something like this on my old laptop too and it was connected with Windows IE9 which I installed on this new laptop expecting all the glitches to have been ironed out... Once I uninstalled that, after much trouble, I was ok. Maybe I'll do that first of all and see if the problem goes away with IE8. Watch thius space! Presto.
G'day Twixt. No joy yet. I tried with the ethernet cable but no good. I only have Norton IS running so there's no security clash issue.
I uninstalled IE9 but IE 8 seemed to be worse; I couldn't open any news links on the nine msm page so I reinstalled IE9 which seems better. At least I could open the link on my email to this web page!
I'll have to wait till Mon. now to call Toshiba and then Microsoft about it. If i get a solution between then them I'll be in touch. Presto.

Hi, presto. OK, what you proved by changing over to cable rather than wireless - and the problem is still there - is it's not the radio in your router or the radio/wireless drivers on your laptop. This means the problem is either something wonky in the laptop that's more fundamental than just the wireless card/drivers, something wonky in the IE/NIS/Windows integration - or the problem is outside of your machine completely (with your ISP).
Did you try at someone else's place who uses a different ISP? That will be a good test to see if the problem is outside of your system. If the problem goes away at their place - you've proven the problem is not related to your installation of NIS or the installation of Windows on your laptop. If the problem remains - even with a different ISP - you can be reasonably sure the problem is local to you and your friend's machines.
Now, I've got a couple of other things I've thought of:
1. Have you cleared your Browser Cache completely, including all "sticky" cookies? You do this by going into Tools/Internet Options, selecting the "General" Tab, clicking the "Delete" button in the Browsing History section of the Tab, and making sure you have the top item unchecked, the next two items checked, and the rest of the items unchecked. Click "Delete" at the bottom of the dialog box, and wait for your Browser Cache to be cleaned completely. Once the Browser Cache has been cleaned completely, you can check the top box again so that IE will not destroy your "sticky" cookies the next time you want to clean your Browser Cache.
Note: There was a problem with an update to the MSN Homepage last week that caused corrupted "sticky" cookies to be left in people's Browser Cache - which caused Norton Toolbar items to misbehave. Cleaning the Browser Cache, including the removal of "sticky" cookies - fixed the problem for some people. BTW - a consequence of clearing "sticky" cookies - you will have to redo your logons to all your webpages where cookies have been set to log you into those pages automatically. This is a normal and correct consequence of clearing "sticky" cookies.
2. Go into IE9, open the Tools/Internet Options, Select the "Advanced" Tab, and confirm that "Enable third-party browser extensions" has a checkmark next to it. If not, add one. OK the change, shut down IE and restart it. Check for stalling or not. If there is a checkmark, take it out. Shut down IE and restart it. Go back into IE and put the checkmark back in. Shut down IE and restart it. Check to see if you still have the stalling problem.
Note: There have been reports that in some situations, IE8 and IE9 lock up browser instances (some tabs in IE) if the Norton Toolbar in NIS 2012 is used with a particular tab and the "Enable third-party browser extensions" item is not checked. If that option in IE is disabled on your particular installation of IE, you will not see the Norton Toolbar as an option in your Toolbar List - and there is a possibility this could be causing your stall. If "Enable third-party browser extensions" is checked and you are having problems, Cycling through an Enable/Disable/Enable (with shutdown/restart of IE in between each change) will clear any possible corruption of the integration between NIS and IE8/9.
You can also try leaving the "Enable third-party browser extensions" item unchecked - and test to see if your IE9 doesn't stall. This would be another useful thing to know - one way or the other - on your machine. Remember to shutdown/restart IE to ensure this change "sticks" when you make this test - and then shutdown/restart IE again when you re-enable the third-party browser extensions in order to get the Norton Toolbar back.
I'm not saying any of the above is the "magic bullet". You will have to check this and see if it helps. If it does not help - we at least have more information about what the problem is not.

Are you running any other security programs, besides Norton, such as Windows Defender, Microsoft Security Essentials, or similar products?
I also have a new Toshiba laptop with IE9 and the Norton trial and it worked fine. I accepted all the EULAs and loaded the Google Chrome program from the disc icon on the bottom of the screen. I got an error message saying that Google was already loaded on my machine but I know that something had just loaded. After that the links in my e-mails on IE9 no longer worked. I would get a yellow star with an exclamation point when I clicked a link but no redirect. I followed the advice given on this board and reset IE9 to its default state and closed it. When I reopened it, I got a box saying that the Google Toolbar had been removed. I allowed that and now my links work again. I hope this is a permanent fix. I am using the Google browser to make this comment anyhow. I hope I can get past reCAPTCHA and post this.
Update: I reenabled all of my addons including the Google Toolbar and Norton Toolbars and my links still work. I don't know what went wrong in the first place. Maybe that yellow star is a Norton warning and I don't know what to do with it. I had caused myself to get spammed by clicking on a bad page. Also, with a new computer, Microsoft and other companies send updates every other day. One of the Microsoft updates already crashed my USB Broadband2Go and I had to reload the driver from another internet service. Maybe an automatic update caused my problem. I expect to need to reset IE9 within the next few months wothout knowing why. It fixed a lot of problems. It looks like Presto's browser is way more unstable than mine. Maybe he should just reset it to the default state.

One thing to be careful about is to NOT let windows update to touch you drivers. This can cause a lot of problems. I would suggest to set windows update to download but NOT apply updates automatically. Windows will then notify you that updates are pending allowing you to uncheck any driver updates.

Thank you AllenM but I don't know if protecting my drivers would have prevented what happened with the October Security Update. This particular update had a "EULA" to accept before installing it. I don't really remember or understand the technical details but I think it said that the updates might change the "pins". It had already crashed my broadband USB before I installed it anyway. I do remember that the EULA said Microsoft might do this every month. I hope not!
I will look at what I have checked for updates and try to prevent future surprises.

Would you believe, I haven't needed to use this because the problem has disappeared ! I think unistallingIE9 and then reinstalling did the trick. All's fine now. Mind you I said that before too but this time I think it really is.
To uninstall IE9 I went to Control panel; Programs and Features; View installed updates ( on the left side panel); found and selected the IE9 update in the Windows update section; clicked uninstall and was reverted to IE8. When that wasn't working properly for me I reinstalled IE9 and so far so good.
