After upgrade to Norton 360 Deluxe III via online chat dark web monitoring has no licence

After instruction from online chat I renewed my subscription to Norton 360 Deluxe III. This was done using the remove & reinstall tool. My Dark Web Monitoring shows setup button but when I click on this & login to my account it tells me to enroll now. Doing this I get error code 32030. Your membership has expired! Why is this new renewal not recognising my new subscription with dark web monitoring provided? I am running Windows 11

I got the same Key respone i.e. not valid for your location. I also purchased directly from Norton. I've been waiting for 2 months for my call back. Very service.

I've had similar experience with Chat Support...too many times.  
I've called Support and was asked best contact number & best time for call back.   No call back...too many times.

Key was given direct from Norton from their online chat for an upgrade from 3 PC's to 5 Pc's as my old subscription was due to expire.
Dark Web Monitoring is only available in certain countries.
My key (license) needs to be valid for New Zealand and Australia,  DWM is available here.

Ask Support to provide Key valid for New Zealand and Australia. 

Note: remains head scratch how you ended up with Key not for your geo-location.

Don't understand issue with Key.  Key direct from Norton are not geo-locked...as far as I know. 

Was Key direct from Norton or from 3rd party vendor?

Respectfully, did you paste your Key or your Serial Number?

Update: I have just found something VERY interesting!! 
First....find your serial number and copy it.
Then go to  -  https://norton.com/enroll   
... just use sign in as you already have an account and where is says 'download Norton' or 'Enter a new product key' 
click on Enter a new product key and paste in your serial number.

Guess what I got doing that!!!!!!
"This product key is not supported for the country registered to your Norton account"

This was upgraded for me by a Norton support person, surely they haven't given me a product key not checking it works with my country!! 

Sounds exactly like my experience too with phone calls etc, its just not good enough!  I even managed to get to "Level 2" but nothing happened there.
Was also told give it 24-48 hours .......somehow that was supposed to magically fix it. I also find the support people quite hard to understand with their English. I have had Norton for 16 years and I'm a computer technician. Their service and knowledge needs to drastically improve!

I have the same error after a similar upgrade from a single licence where I was using Dark Web Monitoring. I've rung 3 times and spoken to 10 people getting transferred between Department's up to 4 times in a call. Remote logins, reinstalls everything. Every time I get transferred its a cold transfer and I explain my situation again. Always get promised a call back from a 'Level 3' or Manager. Never get it. Really frustrating. There is never a supervisor working whenever I call. 

After many calls to support, reinstalls of Norton 360, repeated login and log outs of my account, remote sessions the situation still remains. I can't really believe how badly this has been handled. Some of the support people are hard to understand and there's long waits for calls to be answered.
None of the online chat facilities work either which necessitates a phone call.  There was some small progress that now allows me to see where I can enter phone numbers, email addresses etc but it doesn't update to "Monitoring" after I have entered these. See attached pdf. 
I still have "Set Up" button on the Norton 360 panel, and logging into my norton still shows "Enroll Now".
