I changed the solution to the post that best reflects the answer
Since I did have a second mouse and this post suggested that the second mouse was interfering with idle time. And that was the reason as far as I can tell
Apostolic you also helped me with your feed back by clarifying that the mouse could be contributing to idle time interference
