On a Windows 10 PC all non-secured (i.e. http not https) sites are blocked, even if they should be permitted.
For example
http://www.nytimes.com
is blocked while
https://www.nytimes.com
is (correctly) not.
If Norton Family is turned off completely on the PC, then unsecured sites (e.g. http://www.nytimes.com) can be accessed in the previously monitored account.
However if Norton Family is not turned off on the PC, but Web supervision is turned off in the house rules from family.norton.com, then bizarrely unsecured sites (e.g. http://www.nytimes.com) can still not be accessed from an account monitored by Norton Family. As one would expect with Web supervision off https sites in categories which would otherwise be blocked can be accessed, so Norton Family running on the PC clearly has recognized that Web supervision was switched off in the house rules.
