Allow backgrounddownload.exe" to access the internet from a trusted source with valid digital signature

Issue abstract: I get this popup multiple times a day

Detailed description: The message is: “Allow backgrounddownload.exe to access the internet?” Even though the same message has two green boxes at the top showing it is a valid digital signature and trusted. It is signed by Microsoft Corporation, and uses a website DNS name: g2600-1402-002c-0000-0000-17df-1fc7.deploy.static.akamaitechnologies{dot}com. Process id 36844. It appears to be associated with microsoft.visualstudio.setup.service\backgrounddownload.exe.

I choose to allow it “Forever”, yet it continues to come up. This is on a Windows 11 Desktop with Norton 360.
When looking for the Norton 360 version number, I saw an option for notifications where I was able to turn off non critical notifications. We will see if this works.

Related: You can turn off the background-download feature by opening Visual Studio and going to Tools > Options Environment > Product Updates and then unchecking ‘Automatically download updates’.
