This was discussed in a previous "solved" thread:
As the thread author wrote, the problem is solvable but very labor intensive. For any given file that Norton quarantines, but that you want to un-quarantine and make sure it never quarantines again, you have to turn off Autoprotect, manually bring the file out of quarantine, manually drill down and add the file to both the Scan Exclusions and to the Autoprotect Exclusions, and then restart Autoprotect.
This is too many steps. Why not smarten up the quarantined files dialogs so that if you choose to restore a quarantined file, you have the option of also automatically adding it to both exclusion areas? (Otherwise, the file will just be re-quarantined again in short order!)
