Android time restrictions not working

As described I have time limits set for my child on his Android tablet running android jellybean 4.3. I have version 2.9.0.103 of the app installed. I have it set that he is only allowed a certain amount of time per day yet he is able to use it non stop. I also have it set that he can't use it at all at certain times of the day yet he is still able to. In my control settings the enable time blocking  box is ticked and the time supervision is turned on.I have also made sure the time zone in my settings is the same as on the tablet.
