antiphishing URL submission

I received an email from bestbuy the other day. I receive emails from them every week. In it was a link to a contest for black friday. I clicked on the link and then clicked on the button to start the survey and I was asked for the usual stuff. name, address and so on. I said the heck with it and didn't feel like filling in all the information because i never win anything, so I closed out the link.

After I was done with my internet session I always look in my NIS history logs just to check to make sure everything is ok.

There was an entry saying

URL "the link to the contest " was submitted for further suspicious analysis.

 

 I typed the site into the Norton Safe Web website and it says it is fine

 

I have 2 questions

 

1. Does that mean that it is a phishing site OR that there are some questions about the site so Norton submitted it to look at it better?

 

2. Why didn't  NIS 2010 show me a pop up to let me know that it is a phishing site or that there are questions. I could have filled out the entry without knowing there maybe a problem?
