How did you do the upgrade? Did you upgrade on top off of did you do a clean install?
Did a clean install of NIS 2009 after uninstalling NIS 2008 and running the latest Norton Removal Tool to clear out any junk which may have remained behind.

What happens when you disable the MS antipishing and only use the one from Norton?
When using antiphishing in both 2008 and 2009 versions of NIS, I've experienced occasional lock-ups on web pages which force me to close down IE7 using the Windows Task Manager. This is why I chose to use the MS antiphishing.
It is definitely NIS antiphishing which causes these occasional freezes, by the way. Did quite a long test last year using NIS 2008 and never have the problem as long as NIS's antiphishing feature was disabled and MS antiphishing was utilized.
Should also mention the problem has occurred on both my previous XP Pro OS as well as my newer (since April) Vista Ultimate OS.
