Sounds like one of the many popup scams trying to sell you a utility or a service that may or may not work, or may even be malware asking for an invitation.
Consider using a Popup blocker and when you get one preferably close it by using ALT+F4 keys rather than the [X] or Close buttons because some malware makes the whole image a single let me in button.
If you are using Internet Explorer, set the Status Bar to ON and you'll get a ribbon at the bottom of the screen that tells you about links when you just hold the mouse cursor over one, without clicking or anything. This can help you realize that it won't take you to where it may say it does or that it will do a lot more than just open a window on a website.
Be careful -- it's dangerous out there.
That one virus isounds like the popping up virus.

It is a malware that tells you of infections you may not have then asks for money to remove them, it is also know as;
XPAntivirus

The name changes frequently. You can first look in add/remove to see if it can be removed there. If not the directions above should help. Make sure you run live update to get current definitions then go to safemode and run the full scan 2 times to make sure 2nd time no infection is found. If the infection is still found, you will need a list of the files and locations then use recovery console to delete files manually. Let me know if this helps.
