AntiVirus shuts down after Vista System Restore

I recently installed Norton Internet Security 2010.  A few weeks later I downloaded a program that caused problems with my system, I uninstalled the program, but a system restore was the only way to clear the program completely from my system.  (This program caused no problem with Norton).

 

Following a successful System Restore (Vista), I got a message from Norton that "I" had shut down the antivirus and antispyware.  I thought maybe I had answered a prompt incorrectly, thus causing the shutdown.

 

A few weeks after the first system restore, I had to do another.  I know that  I did nothing to shut down the antivirus/spyware. But again I received the message that "I"  had shut down the antivirus/antispyware.  In my opinion, the successful system restore seems to have caused NORTON to automatically close down both. 

 

I understand that the system restore causes Norton to be out of date with virus signatures, but WHY does Norton shut down the antivirus just because the signatures are out of date????  I tried turning the antivirus/antispyware on manually unsuccessfully.  Once I have done a "FIXIT" in Norton, the antivirus/antispyware turns back on, but for the time Norton is updating, I am online without antivirus or antispyware.

 

How do I fix this, or is NORTON working on a fix?    I hate to be on the web without antivirus/antispyware even during a Norton update.
