Anyone tell me what this means and how to use it?

I'm currently running 8.7.5 Norton for Mac on an iMac 2019. 

I'm new at this and was wondering what this dialouge box means? I have a neighbor who constantly hacks my computer. I think they/he works for a 

security firm. Not sure what they want.
