Application Blocking Problem!

I'm posting this here as I've received no responses in the Norton for Mac forum. 

What's the fix for Norton's Application Blocking problem???????  I've had to turn off Application Blocking for applications to connect to the Internet, even for applications that I've I've permanently selected not to be blocked.  How do we go about getting a refund if Norton can't fix this problem or is unwilling to do so (which seems to be the latter based on the lack of response)?
