Trying to apply for some jobs and now that I just installed Norton a message pops up “We couldn’t submit your application Your application submission was flagged as possible spam. If you believe this was a mistake, please submit your application again.” How can we get this to turn off?

That usually is not Norton directly “blocking job applications,” but Norton’s web protections/VPN/privacy features can change your network fingerprint enough that some hiring platforms mistake the submission for spam, bot traffic, or a masked connection.

Common triggers with Norton 360 on Windows:

Norton Secure VPN enabled

Ad Tracker Blocking / Anti-Track features

Browser Privacy Guard extensions

Cookie/script blocking

IP reputation issues from shared VPN servers

Autofill/password manager behavior on application sites

The safest troubleshooting approach is to isolate which Norton feature is causing it rather than disabling all protection.

Try these in order:

Temporarily disconnect Norton Secure VPN

Open Norton → “Secure VPN” → Turn Off

Then retry the application submission

Try the browser in a clean state

Open a Private/Incognito window

Or try a different browser entirely

Turn off AntiTrack or browser extensions temporarily

Norton AntiTrack

Norton Safe Web extension

Ad/tracker blocking features

Clear cookies for the hiring site

Some applicant tracking systems get stuck after a flagged attempt

Retry from a normal residential connection

Avoid public Wi-Fi

If using VPN, disable it before submitting

Slow down repeated submissions

Multiple rapid retries can trigger anti-spam systems even after the original issue is fixed

A useful test:

With Norton still installed, disable ONLY Secure VPN and retry.

If the application succeeds, the VPN IP reputation is likely the cause.

You can also whitelist/exclude the hiring site from VPN protection in some Norton configurations instead of fully disabling the VPN.

“We couldn’t submit your application Your application submission was flagged as possible spam. If you believe this was a mistake, please submit your application again.” — does not sound like a message generated by Norton 360 itself.

It sounds much more like a message coming from:

the job application website,

the applicant tracking system (ATS),

or an anti-spam / anti-bot service protecting the site.

Phrases like:

“flagged as possible spam”
and
“submit your application again”

are typical of website-side spam detection systems such as:

Cloudflare Turnstile

Arkose Labs

PerimeterX / HUMAN

reCAPTCHA-based filtering

ATS fraud prevention systems

Norton may still be an indirect factor if:

the VPN changed the IP address,

tracker blocking interfered with scripts,

or browser privacy protections altered the request.

But the actual popup/message itself almost certainly originated from the hiring site, not Norton.

So the distinction is:

Norton causing conditions that trigger suspicion? → Possible.

Norton displaying that message? → Very unlikely.

That is why the best diagnostic step is usually:

disable Norton Secure VPN only,

retry the application,

and see whether the site still flags it.
