Thanks for your suggestion, but I tried that twice before posting, have just done so again, no change.
Also if I click details for Insight protection it says status off line.
I also tried with Zone Alarm off. No change.
No other software has any problems connecting to internet.
I am not aware of any changes to the system, nor to NAV settings (other than changing idle time out as advised in other thread) since NAV was able to connect.
What do you advise?
Edit: just also checked Norton Tasks and community watch completed whatever it wanted to do today ar 12.00 GMT, so parts of NAV do seem able to connect to the internet??
If you haven't uninstalled your NAV yet, what is the Last Run date of your Norton Insight task (go to Performance | Norton Tasks)? Are you able to update your application trust ratings manually from the Norton Tasks window by clicking the Run (right-arrow) button next to your Norton Insight task?

It could just as well be a server on the way to Symantecs servers that is down, this making you unable to connect while others with different routing are unaffected. The fact that others don't have problems does not mean that there is something wrong with your installation, and in which case an uninstall/reinstall would just be a waste of time. At least wait a day or two and see. It's not a critical part of your protection that you need to fix this instant.

Waiting a bit was suggested in my above post. A day or two is excessive.
Regardless, It only takes a few minutes for the reinstall and update. No big deal, IMO.
It could be an isolated incident, as no other people have reported this problem today, so far.

I cliked on the little arrow as you suggested and it changed to orange, running. the idle time bar reached 1 minute. I left the Pc alone and about 4 minutes later Norton insight changed to complete, 03/-1/2012 19.09, taking 8:13, but it says NO under ran under idle. so I don't really know whethger it did anything History.

Don't know if it is relevant but in recent history there are four Norton error reporting submissions, type error condition detected error, modules NVW, AVPSCV32, ccsvchost, AVPAPP32 respectively. all occurring (marked submitted) between 18.58:48 and 18.58:50, so probably all with a common cause.
Given the further advice, I'll leave thing untill tomorrow, and reinstall if it has not corrected itself by then.

Please see Symantec employee royf's excellent explanation here of the how application ratings are kept up-to-date by the Norton Insight task.
As far as I can tell, the Norton Insight task is still running automatically if it last ran on 02-Jan-2012 - at least the first of the process where the task scans your hard drive for newly installed or updated software. The worst case scenario is that the second part of the task - the query of the Symantec servers to update your trust ratings for these newer files - might not be working if you can't connect to the Symantec servers, and in that case these "unknown" applications would simply be added to the list of files that should be scanned and monitored by NAV [e.g., during a full system scan or whenever the application(s) are launched] until the next time that NAV can query the Symantec servers and confirm that these new files are "trusted".
Open the Application Ratings window (Performance | Application Ratings) and sort by Date Discovered. If the newest applications on your hard drive have a Trust Rating of Good, that's a good indication that NAV's Norton Insight task has been able to recently update your trust ratings automatically. If all the applications discovered on your hard drive in the past month or so are untrusted, then that indicates that NAV isn't querying the Symantec servers properly.
Note that if you run this Norton Insight task manually from the Norton Tasks window it's normal to see that Ran During Idle is reported as No (see my screen shot in message # 7). Ran During Idle will only be reported as Yes if the task runs automatically while your system is in idle mode (i.e., if you have not touched your mouse of keyboard for at least 10 minutes, assuming your NAV idle time out at Settings | Miscellaneous Settings | Idle Time Out is set to the default 10 minutes).

A reinstall and update (91MB!) after running NRT seems to have solved the problem. Insight protection staus now shows status online and application ratings ran normally.

Did you check the Application Ratings server connection right before the reinstall?
I would like to prove/disprove that it was NIS.

NAV, not NIS but yes. I tried repeatedly throughout about a day, with/without firewall, before and after rebooting. I then took your advice, ran NRT, cleaned up some Norton/Symantec folders and files it nevertheless had left behind, then restarted, reinstalled, restarted, activated, ran live update, restarted, then tested and it was OK. Still is today as well:-).
