Is there an easy way to stop an ARP spoofing intrusion?
I also find turning on VPN does not always allow me to connect to the internet, I often need to restart several time before VPN locks on?

Ahh. Was your VPN active when that alert came or did Norton activate the VPN as a response to it? From what I read, that appears to be a false positive because, the IP shows a computer on your local network, not an attack from outside your network. To be 100% positive check your router settings and match the MAC address shown in your screenshot to a device listed in the ARP connections listing. If its not there then there is indeed something to look at further.

Using http://192.168.1.42 does not allow me to connect, but it does say this is typically a router. The VPN was not engaged when the warning appeared, hopefully this is a false positive, is there any way to remove the warning?
Router logins are usually at http://192.168.1.1 or http://192.168.0.1
