Bing exploit is relentless

Somehow Bing keeps taking over as the only available search engine ... even when I had Norton Safe Search listed as the only provider and I checked the box saying "Prevent programs from suggesting ..."  Note that the Norton Search Toolbar has always remained working, but the add-ons listing gets hijacked.  I have removed and reinstalled Norton 360, and at first it would clear up the problem, but soon Bing would appear.  Hoping to remedy this, I installed Malwarebytes Anti-Exploit, but that was not a fix.  I also make sure that when I download a program, I always make sure not to load "optional" stuff (like Bing).  In the past few days, every time I open IE11 a smallish window pointing to the Norton Toolbar with all the usual Norton logos asking if I want to enable Norton Safe Search to be my default search provider ... I select "Enable", but Bing still remains in the list as before and the nag to enable Norton Safe Search always pops up upon opening the browser.  Recent NRnR.exe attempts do no good and I cringe at the thought of a NRnR failure ... been there, done that.

To me this exploit seems entirely illegal and a class-action lawsuit is in order.  Is there any work-around for this?  I have attached a diagnostic report from Norton.  I think that a fix for this would benefit a lot of people.
