Blocking downloads

Issue abstract:
Norton quarantines all downloads even from safe sources
Detailed description:
Each time I try to download a file, program or app i get an alert telling me the file is not safe and it has been quarantined. I create an exclusion but it still wont let me down load the file. the sites I have tried to download from includes Microsoft, MSN, IObit, Ashampoo amongst others. I have turned off safe web but it still blocks. the only workaround is to temporarily turn Norton off and back on when download complete.

Did you clear browser cookies n cache?
Do you run browser sync?
Did you recently install any program / browser extension?
Did you recently allow push notifications?
Did you recently change site permissions?
Did you run Norton Full Scan?
Did you run Malwarebytes Scan?

If your Norton is not working as expected and you’ve tried Troubleshooting → Reset to Default &or Repair Norton & clean re-install Norton 360…then…reach out to Norton support.
Note: Reset to Default resets Cloud Backup
