Boot to desktops differs in internet accessibility

Has anyone run into anything like this and has anyone any suggestions on how to troubleshoot it.

The system is running Windows 7 Home Premium 32 bit with IE11 as the default but the "error situation" exists with Firefox and Chrome both of which are uptodate. NOTE an oddity: my 8Windows Gadgets Weather.com does self-update without first access another website AND a website link in some applications (eg CCleaner Check for Updates) works without prior access whereas Norton will not go to My Norton from the link in HELP ....

I have two Active Desktops -- Hugh ("Administrator") and Dottie ("Administrator") and I have Fast User Switching enabled so we don't log out when switching between desktops and there are no passwords.

Normally the PC boots up to my account first and after a very short time while everything gets set up, I can access the internet and websites from my desktop shortcuts.

If I then switch to Dottie's desktop then I can also access the internet in the same way.

BUT if the PC is booted up to Dottie's account first then the desktop shortcuts do not access the internet and I get a Windows screen about being unable to access the destination.

If I then switch to my desktop, access the internet and a website, and then return to Dottie's desktop it then works normally.

Any suggestions why one account should access the internet after bootup but the other will not if booted up to first?

What is now evident is that Dottie can only connect to the internet, at least for the first time after logging onto her desktop, if Hugh is logged in -- and has connected to the internet, either via a browser OR via an link within an application such as Check for Updates -- and remains logged in.

I have two other desktop accounts -- Guest and Hugh (Admin - as set by Windows during setting up)

Just reconfirmed this morning that:

1 -- Boot direct (ie via Dottie on Lock Screen in Win 7)  to Dottie and normal desktop shortcuts to internet websites cannot connect.
 
2 -  And inside Norton's GUI a link to My Norton (which is their server for activating an installation etc) also fails with the same error message.
 
3 -  But opening CCleaner and clicking Check for Updates and it connects to Piriform website.
 
4 -  But after that connect Dottie still cannot access an internet website ...
 
5 -  FUS to Hugh, access a website and FUS back to Dottie and Dottie can access the internet websites normally.

I checked before and after the latest round of Windows Updates I installed yesterday and nothing was "fixed".

I'd be very grateful if anyone has suggestions as to how to fix it so that Dottie can access the internet if she goes direct from the Lock Screen to her desktop and not have to go via Hugh with website access first.

That could well be inherent although I don't remember encountering it in the past although that could be due to normally I'm first to boot up and log on somewhere ...

I'll do some more checking ....

Hi, Hugh. I seemed to remember from a long time ago, that the Fast User Switching option could cause issues.
