bootmgr missing - trying to place an image on new hard drive

Objective:  mirror image Win7 64 hdrv that is failing to external hdrv so that I can restore on brand new hdrv in Lenovo laptop

I have Local Disk (C:) and a Lenovo_Recovery (D:) - with nothing on it and I don't want it

so everything is on C:  with no partitions, right?

IN GHOST I DO THESE STEPS:

  • I select Define New
  • I select Back up my computer
  • I select C:\
  • I get to the screen "Related Drives" and Add all related drives (recommended)
  •    . . .  it has checked SYSTEM_DRV (*:\)  1.2 GB Boot Configuration Database
  • next screen is at "Independent recovery point" (won't let me select 'Recovery point set' - it says I have already assigned a selected drive to an exsiting recovery point set backup job)
  • I make a new folder for it on my external hdrv
  • I select no compression (I have the room - is this wise?)
  • I check verify recovery point after creation
  • Limit the number of recovery points saved for this backup is set at 2
  • in "advanced" i say eliminate bad sectors

i JUST HIT RUN:  This will be the 3RD time  - so far, I get what looks to be a good image on the external hdrv:  I see all files.

BUT WHEN I

  • swap the old hard drive for the new harddrive
  • and keep Norton Ghost 15 in the DVD player- and boot to it and try to restore it to the new harddrive, I get a
  • BOOTMGR Missing - hit Cntl Alt Del

Was I supposed to format that new hard drive?  sorry to ask such a basic question, but I am stumped.  I thought Ghost would do what I seek.  Can any help?  I'm not a super-techie, but I tried to be clear above - and thank you for your response.
