Can Norton 360 Generate a boot disk to reciver and infected PC?

I have recently had one on my PC infected (with a worm I beleive) which allows you to login to XP, but no ICONs are displayed (not just hidden) and so it is not possible to run anything. I can boot in safe mode, but with no tools it doesn't help. I purchased Norton 360  and installed it on another PC with the hope that I could create a bootable disk with tools to enable me to disinfect the orignial PC. Unfortunately I cannot find out how to do this. I know it is possible with PCTools, but that doesn't help.

Does anyone know if/how this can be done with Norton 360.
