Purchased 10 installation package of Norton Utilities Ultimate (3/26/2026)
After download (tried several times), clicking on the file in full file mode gives the following error message, whether regular opening or as administrator.
“Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item”.
Occurs even as the administrator of the device and sole user. Installed full Norton Utilities Ultimate with 10 installations, and mostly unused (a couple of LTs had it installed for college kids in the Spring)
Product & version number: downloaded from Amazon, no packaging, offsite, other devices not available. Windows security into shows view rights, but apparently no others. Get same error on each PC, each with Windows 11 pro install 26H2; earlier installs in LTs were W11pro with 25H2).

Hello @Peter_Teensma
Welcome to Norton Community!
Curious: are you Norton 360 or Windows Security?
Norton Community advises Amazon buyers to abandon the Amazon download file.
As long as you have the 25-character product key from your Amazon receipt or digital order history, you can log straight into the official Norton Account Dashboard, register that key, and download a pristine, natively signed installer directly from Gen Digital (Norton). It installs cleanly every time because its security credentials perfectly align with Windows 11’s modern security policies.
Step 1: Claim the 25-character key inside the Amazon Digital Orders Locker.
Step 2: Punch it directly into the Norton Activation Page and complete the mandatory billing/auto-renewal profile check.
Step 3: Discard the Amazon .exe completely and download a clean, natively signed package straight from the My Subscriptions tab on their newly updated Norton Account Portal.
@Peter_Teensma @bjm Windows 11 26H2 is considered BETA since it is not fully released for public consumption. As in the past Norton doesn’t guarantee their products to work with insider builds of Windows and other BETA released OS versions. Are your installs still LT licensing?
Conversely, could you tell us what the file name is that it being executed to install? Are you, installing from a digital link URL or will it allow you to download it then execute? Thanks in advance.

“We do not recommend installing Norton products on a Windows Insider Preview… we do not officially support it as an operating system until after its final release for resale .”
Since 26H2 is still in the Release Preview channel (an Insider channel), it technically falls under the “Insider Preview” exclusion. Norton will consider it supported once Microsoft delivers it broadly via Windows Update later this year.
In practice, most Norton products do install and run on Release Preview builds without issue, but you’d be without official support if something breaks.
Norton Utilities Ultimate’s system requirement is simply “Windows 11” with no build-number gate, so the installer won’t block you on 26H2. The only caveat is the one from before — since 26H2 is still in Release Preview, you’re outside Norton’s official support window if something goes wrong.
The “Windows cannot access the specified device, path or file” error: That’s a generic Windows error , not a Norton-specific one, and it’s not a known issue tied to 26H2. It typically pops up when:
A shortcut is broken (target file was moved or deleted)
You lack NTFS permissions on the file/folder
Antivirus or Windows Defender is blocking access
The file is blocked by Windows (the “came from another computer” flag)
A referenced network/external drive is disconnected
If you do hit it during or after the Norton install, the usual fixes are:
Unblock the installer — right-click the downloaded .exe → Properties → check Unblock
Run as admin — right-click → Run as administrator
Temporarily disable real-time protection in Windows Security to rule out Defender interfering
Check the shortcut target if it’s a shortcut you’re double-clicking — make sure the path still exists
In short: no reason to expect that specific error from 26H2 itself. If it does appear, it’s almost certainly a permissions or blocked-file issue you can fix in a couple of clicks.
Files downloaded via a browser — including from Amazon — get a “Mark of the Web” tag (a hidden Zone.Identifier attribute) applied automatically by Windows. This is the most common cause of that exact “cannot access the specified device, path or file” error.
Fix:
Right-click the downloaded Norton installer → Properties
At the bottom, check “Unblock” (or it may say “This file came from another computer…”)
Click Apply → OK
Run the installer again as admin
That should clear it right up. If it still complains, temporarily turning off Windows Defender’s real-time protection during the install is the next step.

Both files are digitally signed by Gen Digital — the signature is the same. The real reasons the account download sidesteps the problem are the ones we already covered:
No MOTW friction — The account portal often delivers a lightweight stub/downloader that fetches the payload in-process, so the expanded files never carry the “came from another computer” flag.
Simpler execution path — A small stub is less likely to trip Windows SmartScreen or permission checks than a large full installer sitting in your Downloads folder with the Zone.Identifier tag.
Both are the same legitimate, digitally signed Gen Digital product. The only difference is the file’s delivery path — Amazon’s full installer gets the MOTW tag from the browser download, the Norton account stub doesn’t. Same software, same signature, different wrapper.
Amazon digital downloads are static files — once Gen Digital uploads a version to Amazon’s servers, it stays there until they manually push an update. That means the Amazon file could be weeks or even months behind the latest installer.
The Norton account portal, by contrast, always serves the current build dynamically. So if 26H2 required a newer installer revision (updated drivers, compatibility patches, etc.), the Norton account would have it immediately while the Amazon file might still be the older one.
That’s another reason the account download is the safer bet — you’re guaranteed the latest version, not whatever happened to be on Amazon’s shelf.

Hello @Peter_Teensma

The OP’s post actually reveals something important we hadn’t factored in: “offsite” — meaning the Amazon listing is a third-party seller , not Amazon or Gen Digital directly. That changes the picture significantly.
Combined with the 25H2 vs 26H2 split (works on 25H2, fails on 26H2), the most likely explanation is a combination of:
Stale file — The third-party “offsite” seller’s file is an older build of the installer. 26H2 likely tightened its application control / SmartScreen policies, and the older installer’s manifest or execution method no longer passes 26H2’s stricter checks. On 25H2, the same file was still within acceptable parameters.
Unverifiable provenance — Being “offsite” means the file isn’t guaranteed to be byte-identical to what Gen Digital ships. Even a minor difference (repackaged, re-signed, or corrupted) could trip 26H2’s newer integrity validation while still passing on 25H2.
The OP’s note about “Windows Security shows view rights, but apparently no others” is consistent with Windows treating the file as untrusted/blocked rather than granting it execute rights — which is exactly what happens when a file’s signature or provenance doesn’t meet the current OS’s threshold.
So the Norton Community advice holds even more strongly here: the Amazon file is both potentially outdated and from an unverified third party . The account download eliminates both variables — it’s the current build, directly from Gen Digital, with a verified signature chain that 26H2 will accept.
+++++++++++++++++++++++++++++++++++++++++++++++++++++++++++
So MOTW is a red herring here. The real issue is the file’s age and provenance meeting a higher bar in 26H2.
Until the OP actually tries the Norton account download on 26H2 and reports back, everything we’ve said about it working is inference, not confirmation.
