cannot add new licenses -- and order keeps reverting to a product I don't want

I have been computing with PCs since 1983 and once managed a computer center.  Tonight I had one of the worst experienced trying to order software online in my life, and it is still not resolved.  I am trying to order three new licenses for a Norton product but the Norton servers continue to a) change my order from Internet Security 2009 to Anti Virus 2009 and b) to provide the product keys to existing licenses for Internet Security.  I chatted with a tech and was told the servers are slow and having problems, to try back in an hour.  An hour and a half later I am still unable to resolve the problem.  Is this the level of service one can now expect from Symantec?  Having bought three licenses for a product from Symantec, am I no longer able to buy additional licenses?
